GENERAL JOB DESCRIPTION |
MAIN PURPOSE:
He/ She will be responsible for overseeing the implementation of project activities and ensuring that the quality standards are met. He/She will also ensure effective implementation, monitoring, reporting, and evaluation of integrated health and protection activities, and he has at least 3 years of humanitarian experience. The health officer will conduct regular field visits to the health facilities to provide supportive supervision to the projects. |
MAIN RESPONSIBILITIES: |
- Contributing in management of the project: planning, needs assessment, and mobilization, financial planning, and tracking, supervision of staff, technical guidance, reporting
- Manage and work with M&E Team to implement and maintain prescribed reporting systems to monitor and evaluate the objectives, indicators, and outcomes and ensure accurate and timely data collection at the field level.
- Ensure staff is trained to the appropriate health & protection national standards.
- Provide direction on the field team to achieve agreed activities and project objectives.
- Identify when technical support is required (sectoral, logistics, finance, reporting, M&E, etc.)
- Ensure that all project activities and training are both in line with global standards and ministry and local government requirements
- Regularly Field visits and given the staff on the job training.
- Work closely with the field teams to determine the operational needs of the health and protection interventions.
- Maintain close contact and coordination with Governorate Health Office (GHO) and District Health Office (DHO).
- Assist the project manager in planning and following up on procurement of supplies and stationery for the project activities.
- Prepare a technical and financial plan for Training and any payments.
- Monitor activities, oversee the technical design, and execution, and evaluate progress.
- Liaise with the donor and clusters, and other relevant stakeholders, on technical aspects of project implementation, in consultation with the higher Manager and Technical Advisor.
- Provide technical advice to the Project Teams, build the capacity of staff in project implementation
- Provide quality control of project interventions in cooperation with MEAL Department
- Inform project manager on activities progress and make recommendations for course correction if necessary.
- Ensure that health staff in facilities understand and implement the treatment guidelines and protocols recommended by MoPHP.
- Facilitates admission procedures for the patients that are referred from the destination Hospital in case of facing any problem, and do the regular follow-up of the cases while admitted in the referral hospital and ensure that they are receiving good quality care.
- Perform any other duties assigned by the supervisor.

Requirements and Qualifications |
- Bachelor’s degree in related field or its equivalent (Medical, paramedical or Public Health).
- Minimum 3 years of previous experience in Health component with a nutrition background
- Previous experience of supervising staff
- Excellent communication skills in both English and Arabic.
- Ability to communicate strategically under pressure.
- Have got training in Health & protection at least (IMCI, case management, CMAM)
- Excellent English Language Writing and reading.
- Excellent writer – the ability to develop high-quality reports and accurately analyze M&E data
- Excellent interpersonal and negotiation skills
- Ability to exercise sound judgment and make decisions quickly and independently
- Extremely flexible, and have the ability to cope with stressful situations.
- Ability to relate to and effectively motivate staff
- Excellent computer literacy, including Microsoft Office, Microsoft Teams, and ERP system.

Core Humanitarian Standards (CHS): The role holder is required to carry out the duties in adherence to the Core Humanitarian Standards, the values, and principles outlined in BFD’s policies such as Code of Conduct, Prevention of Sexual Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, Anti-Retaliation, and other internal policies and guidelines.
