GENERAL JOB DESCRIPTION |
MAIN PURPOSE: The MEAL Officer supports the overall Monitoring, Evaluation, Accountability, and Learning (MEAL) functions for the project. Serving as Aden Branch Supervisor, the post-holder provides strategic MEAL oversight for all projects and sectors managed from the Aden branch—coordinating directly with every Project Manager (WASH, Health, Nutrition, Food Security & Livelihoods, Protection, Education, Shelter/CCCM, etc.) to ensure coherence and quality. S/he will design, implement, and maintain robust MEAL systems; track performance against project indicators; ensure accountability to beneficiaries; and facilitate continuous learning to improve programming. |
DUTIES & RESPONSIBILITIES |
Planning and Coordination |
- Collaborate with all Aden-based Project Managers and their teams to ensure timely planning and implementation of start-up activities, aligned with each sector’s work plan.
- With the MEAL Manager, design and implement a comprehensive MEAL plan based on each project’s logframe and work plan to measure progress against targets.
- Develop and maintain performance-tracking tools (IPTT) for every project, ensuring activities are tracked and reported according to agreed milestones.
- Ensure all project staff understand and adhere to their project’s logical framework, indicators, and objectives.
- Provide technical supervision and guidance to MEAL focal points across Aden-based projects, harmonising tools and methodologies between sectors.

Monitoring and Data Collection |
- Develop monitoring tools, templates, and checklists to systematically measure project outputs and outcomes across all components.
- Provide technical support and guidance to field staff for routine data collection and reporting.
- Conduct trainings for project teams on MEAL processes, best practices, and data-collection methodologies.
- Conduct scheduled and ad-hoc field visits throughout Aden Governorate, coordinated with the relevant Project Manager, to verify implementation and track progress; compile findings into Field Monitoring/Evaluation Reports with action points.

Evaluation and Learning |
- Plan and implement baseline surveys, Post-Distribution Monitoring (PDM), On-site Distribution Monitoring (ODM), Daily Distribution Monitoring (DDM), mid-term and end-line surveys/evaluations; prepare ToR and design appropriate methodologies.
- Analyze data to identify trends, measure impact against targets, and produce monthly/quarterly performance reports for internal learning and donor compliance.
- Record lessons learned, good-practice case studies, and success stories; share recommendations with project staff and management to inform adaptive management and strategic planning.

Accountability to Affected Populations |
- Implement BFD’s Complaints and Feedback Mechanism (CFM), ensuring multiple channels (hotline, media, suggestion boxes, etc.) are available.
- Provide on-site sensitization so beneficiaries understand how to raise feedback and complaints through various channels.
- Manage the CFM log, analyze and verify complaints, and ensure timely follow-up until closure; regularly update the MEAL Manager on status.
- Produce monthly CFM reports, highlighting key issues, resolution rates, and lessons learned.

Quality Assurance & Compliance |
- Verify the quality and status of supplied items before pre-positioning; ensure warehouses and storage meet safety requirements.
- Organize and supervise ODM to ensure distributions adhere to donor standards and safety protocols.
- Oversee appropriate distribution-site selection to minimize travel distances and prioritize safety and convenience for vulnerable groups.
- Implement routine data checks and validate incoming data to maintain integrity and accuracy.

Reporting |
- Work with the field staff to complete timely, high-quality daily, weekly, monthly, quarterly, annual, and final reports.
- Ensure reporting meets donor requirements, accurately reflects progress against indicators, and addresses variances or challenges.
- Maintain proper electronic and hard-copy archiving for all MEAL documents; ensure frequent data backups to mitigate data-loss risk.

Team Coordination & Capacity Building |
- Provide supportive supervision and on-the-job training for MEAL and field staff.
- Foster collaboration between the MEAL team and project staff to streamline data flow and strengthen shared learning.
- Line-manage MEAL Assistants/Data Collectors assigned to Aden-based projects; conduct regular coordination meetings with Project Managers to review MEAL performance.
- Work with the MEAL Manager and Project Managers to review performance, propose adjustments, and drive continuous improvement.

Other Duties |
- Represent the Aden branch MEAL function in coordination meetings, clusters, and donor visits, ensuring all sectoral Project Managers are informed and engaged.
- Perform any other relevant duties assigned by the supervisor to support successful implementation.

Required Qualifications & Skills |
- Bachelor’s degree in Statistics, Engineering, Social Sciences, or a related field.
- Advanced certificate/postgraduate study in Monitoring & Evaluation, Project Management, or Humanitarian Practice (highly desirable).
- Excellent command of English (speaking & writing) and strong working knowledge of Arabic.
- Strong communication, presentation, and reporting skills.
- Minimum two (2) years of progressive MEAL experience, including at least one (1) year supervising MEAL staff across multiple projects/sectors.
- Experience in routine and end-of-project evaluations, MEAL plans, and informative report production.
- Good knowledge of ERPNext.
- Strong proficiency in MS Office and data-collection/analysis platforms (Kobo Toolbox, SPSS, Power BI/Tableau, ArcGIS, etc.).
- Proven ability to integrate resource-management components in community and livelihood-resilience programming.
- Prior experience coordinating with diverse Project Managers (WASH, Health, FSL, Shelter, Protection, Education) and harmonising MEAL tools across projects.
- Previous INGO/NGO project experience is an asset; understanding of sustainable development, community development, and social/gender issues.
- Experience with project development and results-based management methodologies; conducting surveys with community participation and accountability.
- Excellent organizational skills; knowledge of humanitarian principles and protection mainstreaming.
- Willingness to conduct frequent field visits throughout Aden Governorate.
