GENERAL JOB DESCRIPTION |
MAIN PURPOSE: The Gender Based Violence (GBV) Officer is responsible for leading and implementing the project’s GBV and empowerment activities. The GBV Officer works closely with the project manager and other project staff to ensure that the project’s activities are aligned with the project’s goals and objectives. The GBV Officer provides training and support to project staff and community members to mitigate and address gender-based violence (GBV) risks. She plays a crucial role in empowering women, raising awareness, and fostering a safe environment for women. |
DUTIES & RESPONSIBILITIES |
General Duties and Responsibilities |
- Design, implement, and coordinate GBV activities in accordance with project objectives and guidelines.
- Ensure that GBV activities adhere to best practices and GBV guiding principles; flagging any concerns to the project manager in a timely manner.
- Conduct assessments and analyze the needs in the targeted areas, identifying key issues and challenges related to gender-based violence and women’s empowerment.
- Supervise and provide technical support for training PSS; Referral Pathways, and Case Management.
- Ensure the integration of gender-based violence with reproductive health services across program activities.
- Provide technical support to maintain high-quality program inputs and outputs in the GBV in program implementation.
- Assessment of GBV needs and drafting of periodic GBV reports.
- Initiate planning for longer-term GBV prevention and response activities, including referral pathways and standard operating procedures.
- Provide support and advice to the affected people through local training workshops and capacity building.
- Provide technical guidance and support to project staff on core GBV training packages; identify opportunities for further learning and best practices in women’s empowerment to ensure the delivery of high-quality services.
- Conduct awareness sessions and workshops to promote gender-based violence prevention in the community.
- Ensure the GBV team is using functional survivor-centered referral pathways and conducting safe, confidential, and appropriate referrals in line with best practice.
- Ensure that all GBV needs are covered by the cluster.
- Raise awareness of GBV services among survivors and service providers.
- Strengthen the capacity of GBV service providers, including training for HWs on Psychological First Aid, Case Management, and Referral System.
- Establish referral pathways between RH, GBV, and other relevant services to ensure that survivors receive comprehensive care and support.
- Manage all incoming and outgoing referral processes.
- Responsible for the overall management of referral focal points at the hospital level.
- Facilitate admission procedures for the patients referred from the destination hospital in case of facing any problem and do the regular follow-up of the cases while admitted in the referral hospital, ensuring they are receiving good quality care.
- Act as the focal point for all GBV related issues.
- Maintain, monitor, and measure GBV project activity implementation and contribute to effective information management on GBV.
- Respond to case feedback and complaints and ensure services are provided to beneficiaries in a proper way.
- All technical trainings and supports must be based on up-to-date WHO guidelines as needed.
- Build and maintain good relationships with relevant agencies and service providers.
- Collect data and success stories and documentation from field team and compile and submit monthly, quarterly reports.
- Ensure proper documentation of data collected (hard and soft copies).
- Perform other duties as assigned by the Project Manager.

Required Qualifications and Skills: |
- Bachelor’s degree in social work, gender, international development, or a related field (Master is preferred).
- Proven experience working in gender-based violence prevention, women’s empowerment, training, or related fields.
- Familiarity with case management approaches and survivor-centered care.
- Experience in capacity building and training on gender-based violence.
- Knowledge of referral mechanisms and services for survivors of gender-based violence, including legal, medical, psychosocial, and economic support.
- Excellent communication and interpersonal skills with the ability to work effectively with diverse stakeholders.
- Strong analytical and problem-solving skills with the ability to assess needs, develop strategies, and measure impact.
- Ability to work independently and as part of a team, with demonstrated leadership and coordination skills.
- Sensitivity to cultural differences and ability to work in a multicultural environment.
- Proficiency in using Microsoft Office and other relevant software for data collection and reporting.

Core Humanitarian Standards (CHS): The role holder is required to carry out the duties in adherence to the Core Humanitarian Standards, the values and principles outlined in BFD’s policies such as Code of Conduct, Prevention of Sexual Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, Anti-Retaliation, and other internal policies and guidelines. |
