MEAL Officer

• Collaborate with the Project Manager and project teams to ensure timely planning and implementation of the project’s start-up activities, adhering to the work and implementation plans.
• In coordination with the MEAL Manager, design and implement a comprehensive MEAL plan based on the project’s log frame and work plan to measure progress against set targets.
• Develop and maintain performance tracking tools for project indicators (IPTT), ensuring activities are tracked and reported according to agreed milestones.
• Ensure all project staff understand and adhere to the project’s logical framework, indicators, and objectives.

• Develop monitoring tools, templates, and checklists to systematically measure project outputs and outcomes across all project components (infrastructure, Cash for Work, Food Security and Livelihoods, DRR, etc.).
• Provide technical support and guidance to field staff for daily, weekly, monthly, quarterly, annual, and final data collection and reporting.
• Conduct trainings for the project team and other relevant field staff on MEAL processes, best practices, and data collection methodologies.
• Conduct regular field visits to verify implementation, track progress, and observe adherence to project standards. Compile findings into Field Monitoring/Evaluation Reports, including follow-up action points for concerned staff.

• Plan and implement baseline surveys, Post-Distribution Monitoring (PDM), On-site Distribution Monitoring (ODM), Daily Distribution Monitoring (DDM), mid-term and end-line surveys/evaluations; prepare Terms of Reference (TOR) and design appropriate methodologies.
• Analyze gathered data to identify trends, measure project impact against targets, and produce monthly and quarterly performance reports for internal learning and donor compliance.
• Record lessons learned, good practice case studies, and success stories from field activities. Share recommendations with project staff and management to inform program adjustments and strategic planning.

• Implement the BFD’s Complaints and Feedback Mechanism, ensuring multiple channels (hotline, Media, suggestion boxes, etc.) are in place for beneficiaries and stakeholders.
• Provide on-site sensitization sessions, ensuring beneficiaries understand how to raise feedback and complaints through various channels.
• Manage the FCM log, analyze and verify complaints, and ensure timely follow-up until closure. Regularly update the MEAL Manager or relevant supervisor on complaint status.
• Produce monthly CFM reports, highlighting key issues, resolution rates, and any lessons learned.

• Work with the field staff to support the project team in completing timely and high-quality daily, weekly, monthly, quarterly, annual, and final reports.
• Ensure all reporting meets donor requirements, accurately reflects progress against indicators, and addresses any variances or challenges.
• Maintain a proper electronic and hard-copy archiving system for all MEAL documents. Ensure frequent data backup to mitigate risk of data loss.
