GENERAL JOB DESCRIPTION |
MAIN PURPOSE: Execute administrative tasks and do follow-up of project accountancy, according to the finance manager’s indications and BFD procedures, in order to ensure legal compliance and keep strict control over monetary resources. |
DUTIES & RESPONSIBILITIES |
- Handling financial tasks.
- Review and audit payment requests to ensure completeness and compliance.
- Direct the activities of the Field Office’s accounting staff ensuring the completion of all accounting activities and reporting to meet BFD and donor requirements.
- Manage funds in accordance with the systems established for financial management and in line with BFD financial management policies and procedures.
- Manage all budgets for the project within the system.
- Work closely with Programs for preparing annual plans and budgets.
- Ensure that the financial management systems are updated, functional, timely, correct, and strictly followed.
- Review payment request documentation to follow payment processes.
- Prepare day-to-day financial payment vouchers.
- Ensure that financial rules, regulations, and procedures are followed.
- Daily management of financial issues, including ensuring all bills are paid correctly and timely.
- Monitor all services and their payments.
- Support logistical activities according to the established guidelines.
- Ensure that all procurements meet set standards and policies.
- Manage and supervise payments, consultancy fees, Per Diems, etc.
- Check invoices, activity, account coding, and ensure correct preparation of vouchers.
- Report promptly on any administrative or financial irregularities encountered.
- Take a proactive role in identifying appropriate solutions during the implementation of activities.
- Actively plan and implement a financial capacity-building plan for the program team.
- Prepare, with the support of program staff, quarterly and yearly detailed activity-based budgets corresponding to activity plans.
- Prepare and forward monthly reports to the Finance Manager.
- Prepare the quarterly cash request in consultation with Program Officers as well as the Program Delegate.
- Ensure that financial transactions are classified, recorded, and summarized properly.
- Ensure an effective filing system and maintenance of asset and inventory lists.
- Maintain the equipment and ensure regular service checks and repairs.
- Participate in periodic reviews, audits, and evaluations, when requested.
- Participate in weekly staff coordination meetings and other relevant meetings, when required.
- Ensure preparation of the financial documents for external and internal audits.

Required Qualifications and Skills: |
- Bachelor’s Degree in accounting is required.
- Minimum of 1-year relevant experience.
- Knowledge of computerized accounting software.
- Prior working experience with NGOs.
- Very good communication and reporting skills in written and spoken English.
- Excellent in using Microsoft Office including Word, Excel, PowerPoint, and emails.
- Strong organizational skills and good ability to make proactive suggestions.
- Calm, listens rigorously, able to work under pressure, and handles stressful situations.
- Team player, and able to work independently.
