DUTIES & RESPONSIBILITIES |
Supervision of Beneficiaries and Activities |
- supervise the registration and profiling of beneficiaries of fsl activities, ensuring equal participation through assessment tools and selection criteria.
- supervise the performance of fsl activities, ensuring compliance with the work plan through frequent field visits and providing technical support and guidance as needed.
- coordinate with field engineers and potential contractors to ensure identification of work sites and infrastructure based on a community-based approach within fsl activities.
- coordinate with the fsl activities unit to develop, organize, and maintain clear and up-to-date work plans for community-based projects, including infrastructure projects, in line with project and budget documents.

Monitoring and Documentation |
- Conduct and document regular monitoring visits for ongoing FSL activities, ensuring full and continuous documentation of progress.
- Contribute to the visibility of project implementation by ensuring the use of visibility materials and conducting beneficiary interviews according to BFD code of conduct for FSL activities.
- Supervise beneficiary payments and report any bottlenecks or delays to the FSL activities unit.
- Ensure adherence to the project’s monitoring and evaluation system and contribute to data collection as needed.
- Supervise outreach activities, awareness campaigns, and other project-related activities in areas where FSL activities are implemented.

Coordination and Stakeholder Relations |
- Maintain positive working relationships with local authorities, beneficiaries, and other stakeholders such as local communities and service providers.
- Identify new operational areas for FSL activities and conduct relevant assessments as requested by the FSL activities unit and the Emergency Coordinator.
- Liaise with other humanitarian actors in the area to ensure coordinated efforts in FSL activities.
- Enhance the quality of FSL activities programming throughout the project cycle through initiatives such as beneficiary consultation, market analysis, and innovation.

Technical and Engineering Tasks |
- Participate in the assessment of all civil structures related to construction works to evaluate the condition of existing structures (market shelters, water systems, roads, canals, etc.) within FSL activities.
- Supervise field data collection on all relevant subjects related to the structures (water, surveys, etc.) for FSL activities.
- Contribute to tendering processes for infrastructure related to FSL activities.
- Evaluate tender and bid documents.

Environmental Compliance and Reporting |
- Prepare environmental studies for projects, including environmental impact assessments and the development of appropriate Environmental Management Plans (EMPs) for each FSL activity project.
- Develop a comprehensive environmental plan outlining preventive measures and corrective actions to ensure environmentally sustainable implementation of FSL activities.
- Document all stages of project implementation (before, during, and after execution), including photos, videos, and other relevant documentation.
- Develop success stories reflecting the impact of FSL activities on beneficiaries and the local community.
- Carry out video editing and produce visual materials to highlight project achievements for awareness, promotion, and lessons learned.

Administrative Reporting and Follow-up |
- Prepare and submit monthly and periodic reports documenting progress, challenges, achievements, and lessons learned in FSL activities.
- Prepare the final project report, including a comprehensive summary of implemented activities, achieved indicators, and future recommendations.
- Follow up on tender procedures in coordination with relevant departments, ensuring compliance with approved policies and procedures.
- Submit clearance forms upon completion of activities or contracts according to organizational protocols.
- Supervise the implementation of distribution activities to beneficiaries under FSL activities, ensuring the process is well-organized, aligned with established standards, and fully documented at all stages.

Required Qualifications & Skills |
- A university Bachelor’s degree in Civil Engineering;
- Minimum 3 years of relevant experience in Infrastructure supervision, design and monitoring.
- Advanced computer skills (AutoCAD, Word, Excel, PowerPoint, etc.);
- Good analytical skills, process design skills and project planning and management skills;
- Excellent interpersonal skills required, as well as the ability to communicate clearly and efficiently with a variety of audiences (e.g. beneficiaries, community committees, and other team members);
- Leadership and organizational skills are required;
- Ability to manage multiple tasks and responsibilities, work efficiently under pressure and in changing circumstances;
- Fluency in Arabic and strong English skills required;
- Organize personal workload and achieve results in time;
- Ability to work under pressure and in a stressful environment;
- Ability to communicate with people and create a friendly environment.
- The candidate must be able to access and work in the targeted districts within Taiz governorate, with permanent residence there until the end of the project.
