Responsibilities:
GENERAL JOB DESCRIPTION
MAIN PURPOSE:
SPO will be responsible of supervising all activities and ensure that the project is on the right track, overseeing the implementation of food security and livelihood (FSL), and WASH activities in the projects in coordination with the other project staff. The SPO has to ensure project implementation is according to the required standards/specifications and corresponding timetable of the project with experience in project management and development, leadership skills and have strategic thinking skills in addition to prior experience with project management cycle, budgets, and donor requirements.
DUTIES & RESPONSIBILITIES
- Responsible for the implementation of this program; including liaising with field teams, reporting, meeting with staff and ensuring donor compliance.
- Responsible for the development of related projects in the form of draft project concept notes and draft proposals, budgets and budget narratives.
- Effectively manage the projects using appropriate tools to ensure projects are delivered on-time, on-budget and to the expected quality.
- Proactively pursue and build donor and partner relationships that lead to effective collaboration, sharing of advanced donor intelligence, funding opportunities, and lessons learned to ensure positive impact of organization’s programs on saving lives and improving the living conditions.
- Develop contingency plans with other agencies in the relevant clusters.
- Represent the organization in clusters’ meeting and in various donor and coordination forums at National level and providing programmatic information as required
- Ensure that the monitoring framework within the program implemented, including baseline data, secondary data, Be flexible in performing his/her duties to ensure that beneficiaries are getting good quality assistance.
- Inform immediately the security focal point in case of any security problem in the field.
- Perform other additional duties on request of the program management or area office teams according to the needs.
- Comply all BFD’s policies (Safeguarding policy, Code of conduct, Child protection, Safety & Security policy.) and other relevant policies and procedures.
- reviews, donor reporting, and internal/external evaluations.
- As requested, build capacity of field staff in reporting, monitoring and application of humanitarian standards.
- Conduct routine field support visits for the purposes of supporting program management in accordance with internal procedures, good practice, maximize impact and encourage learning.
- Oversee the efficient and effective day-to-day operation of the project.
- Effectively manage the projects using appropriate tools to ensure projects are delivered on-time, on-budget and to the expected quality.
- Assist all project staff members and provide solution and consultations.
- Review and analyze weekly reports to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.
- facilitate project evaluations.
- Maintain open lines of communications with all field staff.
- Accomplish all related tasks through ERP System.
- Performs other duties as assigned by Program Manager.
CVA Programming
- Ensure the availability of accurate, complete and up-to-date information required for effective CVA program design, implementation, management, monitoring and evaluation at district and governorate level.
- Support CVA team to design and conduct C4W and MFB activities, and provide technical and professional support.
- Develop detail implementation plan and ensure that project is being implemented according to budget, time and quality parameters of BFD.
- To effectively manage the cash distribution with proper monitoring and evaluation procedures;
- Contribute to monitoring, evaluating and documenting progress of program implementation against indicators are being followed as overall program management progress monitoring against project proposal logical frameworks.
- Coordinate with Programs Manager and other officers for technical advice, integration of food security and WASH components with other project thematic interventions during planning, designing and implementation.
- Ensure that all project activities are being implemented in line with BFD internal policies, at the same time
- respecting donor and cluster regulations as well as international humanitarian sector standards.
- Ensure all CVA interventions are implemented according to the proposal, logical framework, work plans and budget.
- Advise on and support market assessment analysis to improve the functioning of critical markets.
- Actively participate and contribute to all Cash Technical Working Groups, such as the Cash and Market Working Group in order to ensure adherence to cash working group recommendations, such as on transfer amounts and frequencies.
- Observe that effective, transparent and responsive compliance mechanisms are in place, and gender and inclusiveness considerations are upheld throughout the project-cycle.
- Contributing to the preparation of internal and external reports including regularly reports, expenditure reports and projection plan.
- Facilitate the process of capturing, documenting and disseminating project experiences, achievements, good practice as lesson learnt, case studies, Success stories and progress reports related to CVA.
- Identify gaps and challenges in the management of CVA activities and actively support or advise project management in undertaking action for the project improvement
- Accomplish all related tasks through ERP System.
- Perform assigned related task.
Coordination
- Coordinate with relevant local authorities; Executive Unit, Camp Management Committees, and other relevant local NGOs/INGO in the implementation of the CVA project.
- Assist CVA team to coordinate and engage with key FSL partners and other stakeholders and ensure their participation at different stages of project implementation as required.
- Promote collaboration of all project stakeholders in the field, from BFD staff and local partner staff to targeted communities and local authorities and institutions active in the same area of operation;
- Support the organization of meetings, kick off workshops, and review sessions which include CVA components, and be part of these meetings. Ensure proper note taking and action points for follow up;
Admin work and Manage Staff
- Follow-up on the administrative and other preparatory work for the planning and implementation of project CVA activities including tenders’ documents, contracts with selected suppliers, and other procurement procedures;
- Support all project daily administrative activities.
- Follow up staff Attendance and Review Time sheet.
- Promote positive team environment between various teams and project staff in different locations.
- Support the circulation of relevant information, reports, memos and any other related document as well as with other stakeholders.
- Provide technical and operational support to CVA technical Engineer/ Supervisors and ensure that C4W team understand their responsibilities and their tasks.
- Maintain files and archives of CVA Support program documentation, including catchment population, distribution and reconciliation records.
- When requested, conduct a training for the staff according to the need in related CVA program standards.
- Prepare any plan for Training and any payments
- Ensure all field staff are sending photos/case studies for all CVA activities with appropriate archiving procedures.
Monitoring, Evaluation and Accountability and Quality
- Liaise with BFD MEAL team Coordinator to check the CVA statistics, indicators, consolidate CVA activities analysis, and exchange with partners the data analysis results
- Responsible for ensuring specific baselines/PDMs/Endline assessments are undertaken
- Conduct regular follow-up with the project beneficiaries.
- Carry out real time evaluations to identify early any operational challenges and areas of improvement for ongoing cash projects.
- During monitoring visits to projects implemented activities, advise or support the CVA in managing records, files, folders, and other project documentations, as necessary;
General
- Comply all BFD’s policies (Safeguarding policy, Code of conduct, Child protection, Safety & Security policy.) and other relevant policies and procedures.
- Comply with BFD’s policies and practice with respect to BENFS protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Preferred Qualifications:
Experience and Qualifications
- University degree (or comparable work experience) in a relevant field is required
- Minimum 2 years of previous experience in the humanitarian work.
- Previous experience of supervising staff.
- Previous experience with similar projects related to CVA programs.
- Excellent in communication skills in both English and Arabic; ability to communicate strategically under pressure
- Excellent writer – ability to develop high quality reports and accurately analyze M&E data
- Excellent interpersonal and negotiation skills
- Self-motivated, results-driven and excellent sense of organization
- Ability to exercise sound judgment and make decisions quickly and independently
- Ability to work independently and respond to feedback in a timely and professional manner
- Ability to represent the Agency in high level meetings with donors and local government
- Proficient in computer applications, especially with Word and Excel, PowerPoint a plus.
- Excellent coaching and mentoring skills, ability to listen, to organize and to present information, views and concepts in a concise, understandable and interesting way for a variety of audiences, both written and oral
- Good at facilitation and training skills
- Experience in communicating in a professional way with donors and other stakeholders in a politically and culturally sensitive environment
- Experience working in different cultural work environments & ability to perform tasks to interact effectively and professionally with persons from diverse cultural, socio-economic, educational, ethnic and professional backgrounds
- Team player with outstanding personal attitude: especially sense of responsibility, diplomacy, concern for quality, result orientation
