LOCATION: Sana’a with multiple field visits
Duration: 3 Months renewable according to budget and performance

GENERAL JOB DESCRIPTION
MAIN PURPOSE:
The Voucher assistant will be responsible for managing the voucher distribution system for the Reproductive Health Voucher Project. The Voucher assistant will ensure the efficient and effective distribution of vouchers to beneficiaries while maintaining accurate records of voucher distribution and redemption.
Responsibilities:
DUTIES & RESPONSIBILITIES
- Manage the distribution of vouchers to beneficiaries in accordance with project guidelines and procedures
- Review all patient files and identify acceptable files
- Verify claims from health facilities for reimbursement and ensure the accuracy of the amount claimed before approving payment
- Provide regular reports on voucher distribution and utilization to the project management team
- Updating the database with details of vouchers provided by health service providers. Update details like service provided, the amount claimed, claim settlement status, etc.
- Provide technical support, training, and guidance to the project team and field coordinators.
- Ensure that health staff in facilities understand and implement the guidance of the RH and protocols recommended by MoPHP.
- Assist in project monitoring and evaluation including conducting beneficiary satisfaction surveys
- Ensure that voucher distribution is conducted in a fair and transparent manner to the targeted areas
- Monitor voucher utilization rates and report on any discrepancies or issues
- Conduct regular visits to voucher distribution points to ensure that vouchers are being distributed and redeemed properly
- Maintain effective communication with project staff and partners to ensure smooth implementation of voucher distribution activities
- Ensure the effectiveness and efficiency of the budget plan of the activities and optimum utilization.
- Report regularly (weekly, monthly) to the project manager on the progress of the activities, challenges faced, and actions taken related to the implementation
- Works closely with the finance team for reimbursement and ensuring the accuracy of the amount claimed before payment is approved
- Monitor and track project expenditure related to voucher distribution activities
- Participate in project reviews, evaluations, and other project-related activities as required
- Any other duties as assigned by the project manager
Preferred Qualifications:
Required Qualifications:
- Bachelor’s degree in Medicine and heath sciences
- At least 1-2 years of experience working in an NGO
- Knowledge of reproductive health issues and maternal and child health programs would be an added advantage
- Strong organizational and administrative skills with attention to detail
- Excellent interpersonal and negotiation skills
- Ability to relate to and effectively motivate staff
- Good analytical skills
- Organization and ability to manage priorities;
- Proactive approach to identifying solutions;
- Flexibility and capacity to adapt to complex and changing contexts
- Familiar with the multicultural environment
- Excellent communication and interpersonal skills
- Willingness to travel within the project area as required
- Ability to work independently and as part of a team
